La heterogeneidad normativa podría llegar a devenir en un intrincado marco regulatorio que impidiera el gran funcionamiento del sector, fundamentalmente para aquellas entidades que decidieran participar de ambos subsistemas (privado o de la seguridad social). Contrariamente, los requisitos impuestos debieran permitir regular homogéneamente, quiere decir: independientemente del sector él cual la entidad desee desarrollar su actividad.
