Teen Health Project: Community-Level HIV Prevention Intervention for Adolescents in Low Income Housing Development

TEEN HEALTH PROJECT was developed for adolescents ages 12 to 17 living in low-income housing developments. The purpose of the evaluation study was to determine whether the effects of a community-level HIV risk reduction intervention would be stronger when the intervention targeted change in individual-level risk reduction as well as change in the social and peer normative environment.

Participants (n = 1,172) were recruited from 15 housing developments. Developments were randomly assigned to the community-level intervention (5 developments), workshop-only (5 developments), or a control condition (5 developments). Assessments were conducted at baseline, approximately 3 months after completion of the educational sessions, and again approximately 18 months after baseline.

Teen Health Project is a replication kit from Sociometrics’ Program Archive on Sexuality, Health, & Adolescence (PASHA). PASHA, funded by the National Institute of Child Health & Human Development and the Office of Population Affairs, is a collection of effective program replication kits designed to reduce teen pregnancy and STI/HIV/AIDS in adolescents. To facilitate the replication, adaptation and further evaluation of these interventions, all kits are designed to be comprehensive, user-friendly and visually appealing. In establishing the archive, Sociometrics aims to promote the dissemination, creative adaptation, and evaluation of these effective programs. The programs were selected by a scientist expert panel for their demonstrated effectiveness in changing fertility- and STI/HIV/AIDS-related behaviors among teens.

In a 2009 survey by the National Center on Addiction and Substance Abuse at Columbia University (CASA), one third of teens said they could obtain prescription drugs for misuse within a day, and one in five stated they could get them within an hour – usually from home, parents, family members, or friends – and more teens said prescription drugs were easier to buy than beer. A survey reported in August of last year by CASA found that 34% of teenage prescription drug abusers obtained them from their homes, and 19% of teens surveyed stated it was easier to find prescription drugs, compared to 13% the year before.

A 2008 Partnership for a Drug Free America study found that 42% of teens agreed that anti-drug messages made them less likely to try drugs.

A recent study by the Substance Abuse Research Center of the University of Michigan found that 12.3% of high school seniors, nearly one in 10, have used narcotic pain killers, with the primary reason for use being they wanted to get high, feel good, or have a good time with friends. Dr. Adam Bisaga, Assistant Professor of Psychiatry at Columbia University, has stated, “Not surprisingly, those who use opiods for their psychoactive effects were more likely to use other substances with addictive potential and show early signs of substance use disorder.”

With school back in session, young people may have an increased opportunity to trade prescription medicines with their friends. A recent survey found that one in five teens ages 12-17 said they have given their drugs, such as Oxycontin and Darvocet, to friends or obtained them the same way.

The use of prescription medications, especially pain relievers, to achieve a ‘high’ is increasingly prevalent among high school students and puts these young people at an increased risk for using other substances with a potential for addiction. Yet, only 24% of teens reported that their parents had talked with them about prescription drug abuse, according to a 2008 PDFA study.

In addition to Café Prevention’s materials targeting parents, school nurses, pharmacists and health care professionals, these drug prevention resources, coupled with the powerful impact that individuals in roles like this hold, can help prevent prescription drug abuse. For years, people in positions like this have relied on Café Prevention’s drug, alcohol, and violence prevention resources as an effective tool in their arsenal.

The President wants to allot $ 23 million tax dollars to be given to schools so that they can drug test our kids. Ms. Hildreth and her two teenage daughters are making it their life’s work to try to get parents to pull their heads out of the sand and hear their message. “We hear from parents everyday that refuse to believe that the drugs they found in their teenagers bedroom belonged to their kid!” says Linzy Hildreth, 17-year-old President of Drug Test Your Teen. No parent wants to believe that it is “their kid”. Statistics prove that most parents with teens in rehab did not have a clue that their child was using drugs, or chose to ignore a “feeling” because they simply did not want to believe it was true.

“Testing early for “gateway drugs” is a great deterrent for young teens,” says Delaney Hildreth, 15, who became involved with drugs at the age of 12. “As a kid, I can tell you absolutely that the kids who smoke cigarettes lead you to the kids that drink, and the kids that drink lead you to the kids who do drugs”. Delaney’s mom thought she was too young to need to be tested at the age of 12, before drugs nearly ruined Delaney’s life and Kim realized the truth. “She told such convincing stories, and I wanted to believe the best”.

The HildrethÂ’s need help getting their message out- letting everyone with a teen or pre-teen learn that that home drug testing available, and that it works as a deterrent to drug abuse.
